Served as senior advisor to the Shipyard Commander, Naval Sea Systems Command (NAVSEA) and fleet customers concerning mechanical and electrical inspection, nondestructive testing (VT, PT, MT and RT), laboratory materials and environmental analysis, metrology, welding engineering, quality auditing and investigation, failure analysis and quality management.
Revitalized and redirected the Quality Assurance Office to be an organization that identified internal and external customers, cooperatively assessed their needs and developed systems and approaches to meet those needs.
Designed the process quality measurement systems used throughout the Shipyard to track process variation, detect root causes of waste and to initiate required corrective action.
Developed an automated system for predicting and tracking the cost and schedule performance of service organizations.
Developed automated systems for use by senior managers allowing them to rapidly identify process quality problems so that scarce resources could be applied to effectively address problems.
Developed a computerized tool to optimize processes by highlighting process cost drivers and analyzing return on investment.

Managed the Shipyard's electrical, electronics and mechanical metrology and calibration function.
Served as the Shipyard's delegate to the National Conference of Standards Laboratories.
Wrote Chapter 6 (Metrology) of the current revision of the NAVSEA Naval Shipyard Quality Program Manual (NAVSEA TL855-AA-STD-010).
Wrote or revised numerous metrology-related Shipyard instructions governing work practices and organizational responsibilities.
Wrote computer programs to manage the Shipyard's calibration inventory and recall system.
Solved major problems in several testing areas including:
hardness, dynamic balancing, heat treating, load testing of weight handling
equipment, explosive and toxic gas analysis, fluid flow and automated characterization of microwave components.
Established the Shipyard's Dimensional Measurement Certification program to ensure that only capable personnel make critical measurements.

Managed the electrical and electronics metrology and calibration function at Shipyard.
Developed, directed and conducted technical programs and lectures for Shipyard personnel in various engineering, production and service organizations. Provided training for the Shore Intermediate Maintenance Activity in Philadelphia and for fleet personnel aboard nuclear submarines to keep them abreast of state-of-the-art techniques for measuring the quality of shipboard electrical, electronic and mechanical systems.

- Electronics Engineer
Calibrated and developed calibration procedures for electrical, electronic and mechanical test instruments.
Performed test equipment serviceability and reliability testing and conducted extensive investigations of equipment reliability problems. Testified as an expert engineering witness in support of the Government in a case involving defective equipment sold to Philadelphia Naval Shipyard and other Department of Defense activities.
Trained electrical shop personnel in the application of solid state components and taught courses in mathematics and transistor theory and application. Trained personnel from various naval stations in the use of DC and low frequency calibration equipment.
As a member of the design,
marketing and manufacturing team for microwave test equipment, conducted
component-level and prototype field testing.
Wrote the servicing chapters of the maintenance manuals, and contributed
to the development of provisioning documentation.
